Unlike the earlier OEM versions, in 12c we cannot download and install the Management Agent software by downloading the software from OTN.
In 12c, we need to use the Cloud Control Self Update feature to install as well as patch the Management Agent.
In this case, the 12c Cloud Control OMS is running on a Linux X86-64 platform and we are deploying the agent on a Windows 64 bit box.
There are a couple of things we need to do first.
a) Setup and configure the 12c Software Library in Cloud Control
b) Install the Bundle Patch 1 (13242773 )and patch 13707704.
c) Follow the procedure described in the 12c Cloud Control Basic Installation Guide for installing Cygwin and Starting the SSH Daemon

The Software Repository is a file system based repository which stores software entities like software and patches, VM Images, referenced gold images, plug-ins etc.
The Software Library facilitates provisioning and patching via Cloud Control in both Offline as well as Online mode.
In the Online mode we need to configure Cloud Control with My Oracle Support details and obviously internet connectivity is required.
In the example shown here, we will be using the Software Library in the Offline Patching mode.
If we have a multiple OMS environment, then the file system location needs to be one which is shared or mounted across all the Oracle Management Server hosts.
In a single OMS environment, the file system for the Software Library needs to reside on the host where the 12c OMS is running.
From the Setup menu, select Provisioning and Patching, then select Software Library.
